Checks every 15 min
A server cron job hits the discovery endpoint every 15 minutes. It only starts a batch when the Gemini quota isn't exhausted and no batch is already running — otherwise it's a harmless no-op, so quota freed up any time of day gets used within 15 minutes instead of waiting for a fixed daily time.
